Pennsylvania Property Tax Assessments Hit Black Neighborhoods Hardest

Homeowners in the Pittsburgh region's predominantly black neighborhoods are more likely to be unfairly burdened by Allegheny County's property tax than those in mostly white neighborhoods, according to a new study of property tax and Census data.
